How to build an open network

I live in a rural area and my choices of a good broadband connection is nil. I want to see if it is possible to build a community network where instead of having a isp provider our wifi routers could just communicate with each other and maybe donate bandwidth to the system with their provider. The FCC recently released the white space of the old analog TV spectrum so I figured that could be a good way of covering long distances.
also it would be nice to be able to have a separate Protocol for our network so it could be like a second internet that wasn't monitored.
do you think some one could realistically do some thing like this.

Your routers would have to be within range of each other, and one of them
would have to be the gateway to the internet. One question would be:
Do you want each subscriber to have a public IP address or would
they be content to be on a private network behind a NAT router?
