how do i find out that given Ethernet cable is 10Base T or 100 Base T or 1000 Base T..I have little bit of idea that it has something to do with the cables carried inside..but how to get to know from out side??

Do you have a router or switch between your computer and the buried cable? The speed is only relevant from device to device, so it only matters what the speed is of the device you connect to.
But if it's throughput you are wondering about, you can try this:

Edit: You can also try /sbin/mii-tool eth0 to see what your current eth0 speed is.
