I don't see why not. It's not like you will be running them both at the same time. You will dual-boot. I don't know about 64-bit Vista, but 32-bit FC7 will run just fine.

Yes, you will be able to run. Generally linux system requirements are much lower than Windows. Fedora will detect vista and during the computer startup you will choose which one to load. For further questions it would be better to open a new thread.
