    IS there a way to make it so that when I start a new document in Open Office that I get 1 inch default margins as apposed to the default 0.79 inch margins?

    Yeah, you can do it. It's not as straightforward as it should be but it's not too hard either.

    First off, change the margins to what you want them to be by going to Format -> Page and then adjusting them to your liking. Then, go to File -> Templates and click on Save. Save it with any name. Then, go back to File -> Templates and click on Organize. Find where you saved it on the left, probably My Templates and then right-click on it and click Set As Default Template.
