Hi - the command is apt-get and is part of Debian's apt package management system. More: http://www.debian.org/doc/manuals/apt-howto

Apt-get is one of those things that seems odd the first time you use it...but I guarantee you will think it is amazing after the first one or two tries. It's usually how I ease people into using the command line. I won't bother talking it up...just try it out. It's available on most if not all Debian based distros such as Ubuntu and Mepis.

in command line, you can execute this command as root
Also, in KDE you can use KPackage, a graphic front end for apt-get or aptitude
#apt-get install kpackage
and it's true, is usefull
