I've tried extracting files into the icewm/themes directory, but it said I cannot create a new folder in the directory. How can install themes for icewm?...

You probably don't have permission to write to that directory. I don't use IceWM, but here's what I found on Google.
    Code:
su # logs you in as root
mv kwanzaa.tar.gz /usr/X11R6/lib/X11/icewm/themes # moves the archive to the right directory
cd /usr/X11R6/lib/X11/icewm/themes # moves you to the right directory
tar -zxvf kwanzaa.tar.gz # extracts your theme
exit # logs you out as root
I hope this works out for you.
