    Window placement is the job of the window manager. You can find some different window managers here:

    Window Managers for X

    It sounds like you might be interested in a tiling window manager. If so, you might look at your current window manager to see if it can do that for you.

    How do I know which is my Window Manager though. when I right click on the bar all I see is a menu that gives me options to manage panels. How do I know which is my window manager?

    Gnome uses Metacity by default:

    I think KDE still uses Kwin:

    KWin - Wikipedia, the free encyclopedia

    If neither of them will do what you want, you can use a different window manager from the Window Managers website posted above.

    ion and wmii are popular tiling window managers.
