Damn Small Linux has apt-get functionality and there's nothing saying you can't remove the GUI it has once you've installed it.

These guys said they installed it. I don't know though since I don't run it.
Linux Distribution testing - on old computers: INX Is Not X -- but still awesome
I’ve gushed enough, but I wanted to report that I’ve installed INX to my hard drive (the current script requires a clean whole hard drive, but it was a breeze. ) And then I was able to install Ubuntu-desktop, KDE and fluxbox on top of it! So now I’ve got a real two-tier operating system, with a console that I enjoy spending time again. Other than that, it’s the same old Ubuntu Hardy Heron… and I love it!

I don't know exactly how big it is(on the hard drive), but maybe debian net-install will work.
I've seen it and believe me, a clean install is just about the kernel, apt, the shell and vim (there will be more in it, but it doesn't feel like it).
The ISO is 161M so that should be manageable. Index of /debian-cd/4.0_r6/i386/iso-cd
That's the stable release, and look for netinstall (size is behind it).
I don't know how the Ubuntu base install will be. It's practically the same (it's on the alternate CD) but I don't know whether or not that's a good choice. Ubuntu can turn into a heavy system in minutes (at least for me).
