Yes, if you have xorg (xserver) installed, you should be able to run any number of different desktop environments and/or window mangers, depending on which ones you've installed.
Edit: oops, looks like I misread your post. I'm not sure about a GUI for rsync. Maybe someone that knows will respond.oz

I don't know if its available for Centos 5.3 but there is grsync. I haven't used it personally so couldn't tell you what its like.

According to this short HowTo, it appears that there is a grsync package for CentOS:
