AS in like Could I get cheap 2.0 dual core AMD CPU. And a low end ATI video card.
It be for a 42" plasma 1080p
I haven't decided on what OS either.

I'd suggest mythbox on top of Ubuntu
Download ISO | Mythbuntu

I use to run freevo on a lot less hardware than that. If you planning to just play video for the most part and not pvr anything you really wont need much power. Nice full 1080p MKV's can take a bit, but you should be fine.
