Some projects will have their own repository that you can add into Synaptic, others wont. I don't know if http://www.getdeb.net works with Mint but it might be worth a look.

My new blog. It's probably not as good as I think it is.

Which program? Many of the most popular apps, people have set up ppa repos with current versions.

You could also upgrade to the Mint 8 Release Candidate. (Or wait for the full release which will be soon.)

Since the Mint package manager include all the Ubuntu repositorys and some more, this should cover almost everything you need.
To update the package manager all you have to do is to click on all in the left pane and next click on the button just above it that says reload. This will update all the available repos. But it can take quite some time, depending on internet speed.
Hope this answers your question for the moment.

if you want more up to date software you shouldn't bother with ubuntu, use a rolling release distro like arch or debian unstable
