help no menu bar or top bar

ok so the problem i have is when i log on there is no top bar or menu bar but when i hit alt-f2 then run any program and check "run in terminal" they both appear. except the windows don't have minimize/maximize or close buttons. so then i went to a different session to see if that made a difference i went to xfce. when i logged on so i went to see if they had the buttons and they did. it also had clutter desktop on so i went to xfce setting unchecked them to auto load at start-up. logged out logged back in this time it loaded with out clutter desktop but again when i opened a window it didn't have the buttons as well. i than clicked on the terminal icon a message appeared say the icon didn't work and the bars turned into the bars from gnome except the logout buttons did not work. any ideas as to what's happening? oh other users have the bars and buttons and are not experiencing this problem.
