Bizarre "Modify" value of a file?

Yesterday,I downloaded(17:29 hrs) wget by update manager in /var/cache/apt/archives .

Access: 2010-02-25 17:29:53.000000000 +0530
Modify: 2009-10-06 22:35:53.000000000 +0530
Change: 2010-02-25 17:29:50.000000000 +0530
Why is the Modify value so irrelevant?

My guess - and it is only a guess - is that it is the time the file was actually modified. ie. the actual contents changed.
