    Bizarre "Modify" value of a file?

    Hi guys!!
    Yesterday,I downloaded(17:29 hrs) wget by update manager in /var/cache/apt/archives .
    I will show you the stat details for that file:

    File: `wget_1.10.2-3ubuntu1.1_i386.deb'
    Size: 237758 Blocks: 480 IO Block: 4096 regular file
    Device: 808h/2056d Inode: 729990 Links: 1
    Access: (0644/-rw-r--r--) Uid: ( 0/ root) Gid: ( 0/ root)
    Access: 2010-02-25 17:29:53.000000000 +0530
    Modify: 2009-10-06 22:35:53.000000000 +0530
    Change: 2010-02-25 17:29:50.000000000 +0530

    Why is the Modify value so irrelevant?

    My guess - and it is only a guess - is that it is the time the file was actually modified. ie. the actual contents changed.
