Is this a dual-boot system with Windows?

It wasn't when it happened. But I tried reinstalled fedora and it didn't fix the problem. So I reinstalled again with XP then installed fedora and again to dual boot. Yet again it did not work.

What happens with Windows? Does it behave similarly?
