Both are pagers, but they are different tools.
less has a few more features that more.

less gives you more functionality than more does. That's probably why it's called "less". The main improvement is that with less you can go backwards as well as forwards."I'm just a little old lady; don't try to dazzle me with jargon!"

Actually less is more but here is the difference.

It's an accident of history. more came first, back in the mists of time.
When someone came up with improvements, he couldn't name it "better"
so chose the more whimsical name. UNIX is full of weird names.
