I have been trying to get rdate to sync with a server. When I issue the command, I get a "rdate: couldn't connect to host 172.25.32.1: Connection refused". How do I set a server up so that a connection can be made?

rdate is deprecated and obsoleted by ntp.
So my recommendation is to install and -depending on the network infrastructure- configure ntpd.
