Yes, It turns out that there is! I just had to dig a little deeper
If you boot from the original FC3 install disk 1, and enter "linux rescue" at the first prompt, you will be put into rescue mode which gives you access to the root through /mnt/sysimage.
Then life is good

If you are using Gentoo (tested with 2005.3 and 2006.0), the easiest way to do that is boot from the installation disk, then do
# chroot /bin/bash
# passwd
