What would the best distro be for an old Compaq with 64 MB of ram, a 13 GB hard drive, and an Intel Celeron Processor? I would like to set this computer up to run as a web server.

Damnsmalllinux, by far the fastest that you would find on an older system...

For a webserver, try running lighttpd, much faster than apache and fully configurable with php, sql, perl, cgi-bin, etc...a very good app.
    Operating System: GNU Emacs
