    Can PuTTY also use gui programs, or is it just command line?

    Like most SSH clients, it has an option to enable X forwarding (under Connection -> SSH -> X11); but to use it you obviously need an X server running. Common X servers on Windows include Cygwin/X and Xming.

    So is there any way to run gui X apps in windows using only a floppy and a ssh connection?

    I don't think so.. you forgot that you would need a X server on Windows.
