Try (as root) to start "syslogd" in a shell, and see if it says anything.
    What distribution are you running?

    it says :

    syslogd: Already running.

its weird though, because on start up it said it failed to start?

syslogd only checks the pid file to make sure it doesn't start a new copy. Make sure that it's really running with ps.

That's the one, so at least it is running. Why it reports differently is currently beyond me. What happens if you run "service syslog restart"?
