First: you won't be able to use ANY Windows software on Linux without an special compatibility layer which usually fails. Linux is not designed to run Windows software.
I have a few question for you:
What do you mean by "redoing the OS"?

No, the installer doesn't run from Windows, Linux is a totally diferent OS. It's not a single program or a set of programs, is a complete OS.

To install you just shutdown your computer with the disc inside and then turn it on again. If you go straight to Windows you may need to change some BIOS settings

Did you buy the CD already burned, or did you burn it yourself?

If you did it yourself, please answer the following:

Are you certain the media is good?

Did you test for matching checksums?

What speed did you use for burning the CD?

Are you sure you burned the file to the blank CD as an "image", rather than simply copying the file to the CD?

No, it shouldn't take but a second to load stage 2.

Make sure your computer BIOS is set to boot from the CD drive first, then try rebooting.

If booting still hangs, you might have to try using some of the cheat codes that are available to you "before" the CD begins to boot. They are usually available through the use of the F-keys (such as F1, F2, etc) and you should see some message about it before the CD begins booting. Maybe try turning off ACPI as an option.
