Yes, DSL is a livecd, so the computer will be usable by booting from the cd.

Its not working that great
Am I supposed to do something I'm not?
It keeps telling me operating system not found.

I'm guessing that you might have improperly burned the file to the disk.
You have to burn the .ISO file to the blank CD as an image. If you merely copy it to the CD, it won't work.
