synaptic package manager. packages have dissapeared completley

i removed them and then ran the apt-get thing and got:
apt-get update
E: could not open lock file /var/lib/apt/lists/lock - open (13 permission denied)
E: unable to lock the list directory

its still not working. its complaining of no package headerr?

You can't run Synaptic and apt-get simultaneously. Close Synaptic and execute apt-get command again. Does it throw error?
