When I installed the glibc using configure command, it said:

configure: error: no acceptable C compiler found in $PATH
According to your word, I must install gcc first, but when I install the gcc, it tells me I need glibc!

what distro are you using? if you're using one of the main distros you should try to go through the repositories and package managers instead of manually installing so that you avoid the dependency issues that you're seeing right now.
