Could somebody give a site for discussing open source code?

When reading the source code of WGET, some places I'm confused ,
but I don't know where to ask questions.
if you know where to discuss these questions and so kind of you,
please tell me in the thread or mail to me.

And if such a place exists, maybe I can learn more about design of software.

    hi welcome,
mail-list of specific software is the right place to begin with...
May be you can discuss them in forums like this or google groups ..
try and get document about WGET or first version source code WGET ...so that it may help you.
Reading source code this THE best way to learn Linux.
    All the best..
    thanks..
