Restarting DHCPCD from script in response to events

I'm trying to restart the dhcpcd if the the ethernet cable is pulled out or plugged back in. Is there a way to do this from a script? The idea is to always have the script running, and if there is a change in status of the ethernet cable, the script restarts dhcpcd. Any suggestions would be appreciated.

I believe ifplugd is what you're looking for. It's a daemon that configures a device on cable plug in.
