    trying to program a port scan detector

    i have this assignment to program a port scanning tool and a tool that detects port scans. so can anyone tell me how to send TCP packets with a specific flag set like SYN or RST........ and also does anyone know how i can program to monitor all incoming connections to my comp so that i can use in the port scan detection tool................does anyone have ideas on the problem in general??? sample code???
