creating a custom distro is more difficult than you think, why not instead build a linux from scratch system and then customize it to fit your needs after? There is a lot of thought that has to go into your own distribution, like if you want to have a package manager for it you'd have to have a way to host all these packages and convert all the available software out there into this package format, etc. It would take more than 2 people programming linux entirely from scratch, unless you're willing to spend years on this

are you going to use linus' kernel or make your own? I guess I am not sure I understand exactly what you want to do.

Welcome to Linux From Scratch! is this what you mean?

You don't really need any programmers for that, unless you want to write your own package management software

the current kernel is programmed in C, and I would say hundreds if you wanted to get this out any time soon, the current kernel alone is almost 50 mb of code, that is a lot of code, more than you want to take on yourself most likely, to give you an example, my company of 1400 has a code base that is probably around 150mb of code

I really think linux from scratch is what you should be going for, it is a good base to get started from and you could much more easily build your distribution from that
