Can any one tell me what is that on the top left of the image from the following link, and how to create one like that which always runs along with my wallpaper in text (no gui) like shown in the link below in fedora.

It's not as simple as it looks. There's lots of graphics stuff going on there. Even the "text (no gui)" part has graphics in it. See those bar graphs, and those two histograms at the bottom?
If you want to do things exactly as Dreamlinux does them, go to their web pages. They say they're open source. Download the source and study it. Build it, make changes to it, and build it again to see whether they work.
If you want an all-text, all the time appearance but with wallpaper, you still need to do some gui programming, with or without that thing in the upper left corner.
So if you want to get started in X Window programming, know that it's not a trivial task. My approach would be to scroogle this:
