looking for something like ActivePerl Pro

Hi, guys . I was recently asked by a friend of mine if there was something like ActivePerl pro studios for free to use in windows. I would have told him about some linux tools but he doesnt have it installed on his pc. If anyone has any suggestions or advice as to what other SDK to use It'd be really helpful.(I'm sorry about a tool for windows in the forums, but i didnt know where else to go)
    Thanks!!!!!
