    Also check if you have

    ONBOOT="yes"
    on the
    /etc/sysconfig/network-scripts/ifcfg-eth0
    file.

    This does not solve the problem in my case

    I have exactly the same problem on fc9: network does not start on boot. I saw that in your case unchecking "Controlled by Network Manager" solved the problem.

    On my computer, "Controlled by Network Manager" was unchecked but the network does not start on boot.

    By the way, I'm hoping that I see a typo there... Fedora 9 is quite outdated at this point.
