Installing New Programs such as *****X and TCL

I am wanting to install *****X and TCL where can i install them so that all my users have access to them? and any program they install will see TCL.

    /usr/bin?
So they just need to type ./*****X and thats it

And do i have to be root to install anything in the /usr/bin area?
