RedHat 9 is an obsolete distro. You should try lastest version of Fedora or CentOS. Both are RedHat based and free to download/install.
In case you want to use RedHat 9 only, check manual of rpm command. You can create local repository and use yum command to install Desktop Environment(s).It is amazing what you can accomplish if you do not care who gets the credit.
