im looking for a sweet F-Disk utility that i can throw an a 3.5 and boot from it... or any other handy utilities for that matter.... please help me out, ...

You can use LiveCD of any Linux distro for that. Just boot up from any LiveCD and execute fdisk command in Terminal.
It is amazing what you can accomplish if you do not care who gets the credit.
