    You may well have a failing or corrupted hard disk. You're probably facing a re-install.

    You might get away with booting up from a rescue disk and re-installing the grub boot manager, so you could try that first. If you need simple instructions there are some here

    Also, it's possible that someone has altered permissions on the shell and possibly other executables. As Roxoff suggested, you need to boot with a liveCD or rescue/repair disc to fix this. That's why I always keep a bit-image backup copy of my system boot drive on an external disc so I can restore it in such cases quite quickly. It takes about 2 hours from a USB drive, and much less from an eSata drive.
    Sometimes, real fast is almost as good as real time.
