Which rpm are you talking about? Most packages can be installed in Fedora with the package manager.

RedHat 9 is an obsolete distro. Is there any specific reason for installing it? You should consider latest version Fedora or CentOS. Both are RedHat based and free to download/install.
It is amazing what you can accomplish if you do not care who gets the credit.
