It could be gnome splash screen or gdm login theme or is it something else?

Yes, the login splash screen that comes up asking for username and password.

Well, I know that on my CentOS/RHEL workstation, as well as on my Ubuntu laptop, there are tools in the administration menus to accomplish that - to use another image file instead of the default one that you see when you log in. What version of RHEL Linux are you running?
I am running CentOS/RHEL 5.3. If you go to Start->System->Login Screen, you will see how to change the theme/background that is displayed for the login GUI.Sometimes, real fast is almost as good as real time.
