    It depends upon a lot of things, not least of which is the programming language you plan using to implement your application(s). More information is needed.
    Sometimes, real fast is almost as good as real time.

    well you have options like netbeans and eclipse + the kde and gnome defaults. the question is what you want to build and your expertise with it.lastly it'sall your decision.

    There are several options
    i.e. if you are concentrating on KDE, Qt-Designer and Developer are good.
    for gnome you can use Glade3, or wxPython(easy with boa-constructor)
    however these work on desktop enviroment.

    There is one more option of Mono. which is a open-source copy of .NET,
    You can use MonoDevelop and MonoUML for making GUI it can also use GTK#
