Wine is software which allows you to install and run windows application on Linux.
If your linux has wine installed then you can run M$ .exe files.
I don't know about G-Talk with Linux. I guess GTalk might be available in Linux too..- Lakshmipathi.G

Gtalk isnt available for Linux. yet.
But you can run it on WINE (Needs lot of tweaking), but you wont be able to recieve call on it yet, rest of the features were working.
You can also use alternative like Pidgin and Kopete.
Heres something more you should know about Wine.
Homepage -> WineHQ - Run Windows applications on Linux, BSD, Solaris and Mac OS X
AppDB -> WineHQ - Wine Application Database
Wiki -> FrontPage - The Official Wine Wiki
Remeber to Visit AppDB, It contains information about many Windows Softwares wether they work or not.
