    Please be more clear about what you are trying to do, what applications you are trying to use it with (skype for example), as well as information about the webcam and whether you can use it locally on your system.

    ok.i have this proxy server which is the rhel5...we have LAN...locally we can access the internet...we can chat(yahoo messenger) also, but the web cam on ym is not working. We use the skype and have no problem w/ the webcam. Is there a config/setup for this ym webcam?

    Now it's clear what your problem is. Sorry, but I don't use YM so I can't say how to set up the camera for that. If skype works, I would think that a properly configured IM program that supports video should work also. I do not think it is likely the firewall that is the problem unless it is explicitly blocking the stream type that YM would use for video, in which case you would need to set up your proxy appropriately. But as I said, I don't know the pertinent details in your case.
