We would need to know the make and model of your cell phone, but the drivers for such a thing should be included in the kernel.
You could either try to build your own kernel or upgrade to the newest fedora and you will probably have better luck.
How are you connecting the phone to your computer?

There is always the question as to whether or not your cell phone service provider allows you to use your phone as a data modem. Many do not.
Sometimes, real fast is almost as good as real time.

I use NOKIA PC Suite(in Windows) to connect my phone with my PC, which automatically detects the modem and prompts for creating a connection.

Good. Then it was recognized as a usb modem, much like my Sierra Wireless modem that I use with Sprint data services. You didn't provide much information in your earlier posting, which can speed up the process of helping you resolve your problem(s). Consider providing more information such as connection types, Linux distribution+version information, etc. in future postings.
