Why there is no 'sleep' facility in Linux

I am a fan of linux. I need to use my lap top all the day at different time periods not continuously. It is possible only of there is 'sleep' facility in the laptop. But i found that ''sleep'' or ''hibernate'' does not work in ubuntu or fedora. Why they haven't built that in these systems. But in windows it is already there. So I am forced to use windows all the time. My desire is to use Linux.

The sleep function is present, it is known as Suspend. Do you have it as an option on the "shutdown/logout" menu?
