    Why does yum download both i386 and x86_64 packages?

    If I can just get away with the 64 bit packages, how do I yum to do that?

    You can specifiy the x86_64 version of a package if it shows both. For library/development packages it is sometimes useful to have both 32bit and 64bit versions so you can build 32bit software to install on 32bit systems. x86_64 RHEL can run both 32bit and 64bit software without problems.
