    Most of packages are available in CentOS Repositories. Is there any reason for compiling packages?
    Anyways, extract tar.gz and check ReadMe file for compilation instructions.

    Check this tutorial for creating rpm.
    It is amazing what you can accomplish if you do not care who gets the credit.
