    Best Security-based Linux

Knowing that Ubuntu has all the IPtables port closed unless a program opens it; Fedora would do the same thing right? Is that IPtable configuration true for Ubuntu?

I'm just looking which distro has a firewall preconfigured so I get HTTP, SSL, and email ports open a lot like Red HAt Firewall for Fedora 12.

Is Fedora 12 the most secure distro with that Red Hat firewall or is Ubuntu 9.1 just as secure as Fedora 12?

By default ubuntu does not have any firewall rules set up. IT is not very difficult to do with a program like firestarter. Fedora does have a firewall on by default and have a nice gui that is easy to work with. Besides the firewall I would say that they are both about the same security wise.
