I mean where situations linux won't boot at all... or where it boot and halt in some stages etc.

Im not aware of any specific site/link which list all issues and says - for issue "a" -do this "b"
for issue "c" - do this "d" will fix.
I think understanding the boot process along with kernel parameters should provide troubleshooting skills.
