    Im not aware of any specific site/link which list all issues and says - for issue "a" -do this "b"
    for issue "c" - do this "d" will fix.

    I think understanding the boot process along with kernel parameters should provide troubleshooting skills.

    If you didn't get answer from any other LF member , I would suggest you to google with terms like "kernel troubleshooting " or "linux booting issues" etc.
