Am I able to move Music folder to a different hard drive without moving my whole /home or do I just make a folder there and call it Music and change all the programs that use the music's default music folder?

That's what I'd do if the applications will allow you to store your files in the new location, and see no reason why they wouldn't. It should work fine if the permissions are properly set and the storage partitions are properly mounted.

If you had ~/Music you can mount your new partition right in ~/Music. Just copy the music files over first.
