Gmail with a Linux mail client.
Google (Gmail) web mail with groups.
I recommend Gmail for this. You can configure groups there.
Any OO Calc file can be saved as a .csv and imported as a group into Gmail.
(Google the proceedure-it's simple, sheet must have headings).
External client with Gmail:
Groups can also be imported in same manner into Linux Evolution or Thunderbird mail clients as .csv and used with Gmail there also. BTW I prefer Google IMAP mail.
It's all free of charge. External clients use different Google mail servers so you can have two options in case internet traffic is a hinderance.
Often Google web mail is faster sending to groups.
I use this with great success with 30-40 person groups sending all kinds of files.

In Thunderbird Address Book. Set up new address list with the people you want to send to.
Open Address Book, select the list. From Edit - select all.
Mouse over the list and RIGHT CLICK - Select Write.
Write your message or past from word processor etcThe world is run by educated idiots - you can't argue with idiots, they have had years of practice.

In Evolution, select New/Contact List, and then you can either drag addresses to it or start typing each address, and it will autocomplete them for you as soon as it can. Then start a new email message and send it to the list.

Do you mean an external mail (as the others described) or an internal system mail, which the users can read using the mail command?

I'm thinking that you mean an alert sent via a command line utility like mailx or sent to an alert address configured in an application. I always just put a a group alias in /etc/aliases.
