If you want a public reachable domain, you need to register it.
That is mandatory.
Regarding DNServer:
Most providers will give you the possibilty to use theirs.
You may choose to maintain your own, but be aware that most TLDs require at least two DNServer for a succesful registration.
This is for availabilty reasons.
If your DNS is down, all other services for your domain are not reachable. You must always face the curtain with a bow.

thanks Irithori
i know that i have to register a domain name .and i have registered one from no-ip.com.
but i want to esteblish my own public dns server.
by it i am not going to give a domain name to any other's ip adress.
i want to give more then one domain name to my ip which is publicaly accessable.
and by the help of virtual hosting i want to run a web server for hosting website.
i am not going to esteblish a server but i want to learn how it works practilly.
