Installed active TCL on Rhel 5.5, then while trying to install expect 5.38 getting the below error:
Error:libtcl8.3.so is needed

It is looking for a library included in the tcl package. How are you installing the package exactly?
Aren't the correct versions for RHEL 5.5 expect 5.43.0 and tcl 8.4.13?
